Garbage: Goals and Developing Opinions

How do we clean up our waste problem thoroughly and minimize flooding? The Four 'Rs': 1. Re-using old items 2. Reducing the use of goods that cannot be recycled 3. Recycling trash, 4. Refuse or reject the use of goods that cannot be recycled.
